Why this practice exists

Development applications create an unusual financial trail. Charges may originate with different municipal functions, be paid by several project participants and appear under references that change as a submission develops. Dispatcher Nodecore was formed to examine that narrow but consequential trail with patience and independence.

Based in Rosebank, we support property owners, development managers, town-planning practices, architects and finance teams across South Africa. Our work sits between the project file and the ledger: detailed enough for a finance review, yet organised around the application chronology that built-environment professionals actually use.

The people behind the review

Thandiwe Mokoena, Lead Reviewer oversees scope, testing and reporting. Her background spans financial controls, property disbursement reviews and evidence-led investigations. She is supported by research and document-control practitioners who verify fee schedule editions, index source records and perform independent cross-checks.

We do not imply municipal authority, planning approval powers or legal representation. Where an issue requires a town planner, attorney, quantity surveyor or registered auditor acting under a regulated mandate, we say so plainly.

How we work with clients

We begin with the disputed fact, not a standard questionnaire. The document request is proportionate to that question. Source records are preserved, assumptions are labelled, and unresolved items remain unresolved rather than being softened into a convenient conclusion.

Three values govern the work:

  • Traceability: a reader can follow each material finding back to the underlying record.
  • Restraint: our report stays within the payment evidence and agreed scope.
  • Usefulness: exceptions are phrased as practical questions that a project team can act upon.

Our relationship with clients is collaborative but independent. We welcome factual corrections; we do not change findings merely to support a preferred commercial position.
